PESHAWAR: Like their predecessors, ministers, special assistants and advisors in the Pakistan Tehreek-e-Insaf-led coalition government have also started taking official cars from their respective departments for the use of their private secretaries and other staff members.
The phenomenon has led to some confusion in several departments as their heads are worried about justifying the expenses for these vehicles. In some cases even designated cars of some high-ranking officials have been taken by the ministers, advisors and special assistants.
One such case happened in the Law Department where the designated car of a senior government pleader has been handed over to the private secretary (PS) of minister of law and parliamentary affairs.
The senior government pleader, Noorullah, on June 25 wrote to the secretary Law (copy of letter is available with The News)
“… the government of Khyber Pakhtunkhwa has arranged the purchase of the vehicle for senior government pleader of the Peshawar Law Department Civil Secretariat vide invoice No. 9131`6887, dated 2013. The vehicle was under my (Noorullah) use for official duties being a senior government pleader Peshawar Law Department since dated 23.4.2013.
According to the rules in vogue I am not drawing conveyance allowance as I have been provided the said vehicle for performing my official duties.
The above mentioned vehicle being designated one and the undersigned is responsible for its maintenance, wear and tear and has plied the said vehicle 5,000 km for official duties. I the undersigned (senior government pleader) being your subordinate officer in Law Department complied with your verbal orders for handing over the aforesaid officially authorized designated car along with the dedicated driver to the PS to law minister for the purpose and duty best known to your good office or worthy law minister.
I am aware of the exigencies of services and discipline or protocol to be followed in letter and spirit in upholding the rule of law and good order, but it is worthwhile to mention here that my office is located at Peshawar Saddar (Cantt area) and being, in charge of the officer, I perform my duties at courts as well as at my office, hence, am facing great inconvenience while performing my daily duties without the vehicle.
To overcome this troublesome situation, it is requested that the designated vehicle of senior government pleader Peshawar may please be made available to the undersigned by taking it back from law minister to enable me to discharge my official duties in efficient manner at the earliest.”
